Where to capture?
I captured this skill right outside of House zu Heltzer from the Dredge assassin boss up the stairs to the left. Fairly easy cap.

this is the best shadow step skill in the game, u get in and u get out just like that, plus with this u can match it with golden lotus and golden phoenix

Yes, alot of assassins use Golden Pheonix Strike to skip needing a Lead Attack, and this enchantment which you probably used to get to the enemy meshes with that strategy.
Assassin Gankers in GvG will often AoD to someone in the flagstand battle, before splitting off and ganking, that way if someone comes back for them, they can teleport back to the main battle. Or confuse people by first AoDing to an archer or something, and when someone comes back for them, they'll run away from the base looking like they go back into the battle, and when the person follows them back, they'll simply AoD back into their base and kill another archer or two before the person figures out they were duped.
EDIT: Its important to note that this skill ISNT teleportation. You can only shadow step to somewhere you could normally go (so like you can't step into a base that is closed, your thief has to open the gate, THEN you can shadow step in freely). This little drawback makes assassin gankers more popular on maps that DONT have theives.

It doesn't matter what alignment you are, you can get into House zu Heltzer. If you've finished Sunjiang District, you have two options (you can take both), To Cavalon and To House zu Heltzer from Jamei at Maatu Keep. Those will get you into the capital cities no matter your faction alignment. If you wish to progress to Eternal Grove, THEN you'll need to befriend the kurzicks via Fort Aspenwood/Altrumm Ruins/Quests. But that's not needed to capture this skill.

AoD is used by most Assassins due to the lack of fast-recharge tele-skills. Also, it sort of sucks to need a 3-attack combo, so most skip that by using GPS or GLS.

Well, Return has a lower recharge. AoD is helpful for the versatility of not needing a target to teleport out to, the ability to teleport in, and the enchantment for GPS or GLS.
